Convicted Rapist Accused Of Sex Offender Registration Violations

(Stillwater, Okla.) – A convicted rapist, who previously lived in rural Perkins, has been charged with sex offender registration violations in both Payne County and Lincoln County — where he allegedly resided in Tryon.

An arrest warrant was issued last week in Payne County for Sean Fleshman, 24, who was not in the Payne County Jail this morning, court records show.

In Lincoln County, Fleshman was charged in October with failure to register as a sex offender and being a sex offender living within 2,000 feet of a school or park. Fleshman was released on a personal recognizance bond on Jan. 25, appeared in court on Feb. 2 and was ordered to return on March 9.

In Payne County, Fleshman was charged on Feb. 7 with violating the sex offender registration act in August 2016 by failing to notify authorities no less than three days before he moved from the residence at which he had been registered in rural Perkins.

Fleshman, who had been convicted of rape in Thurston County, Washington, in 2013, returned to Oklahoma on June 15, 2016, and registered at an address in rural Perkins as his residence, Payne County Sheriff’s Investigator Larry Kitchel alleged in an affidavit.

On July 27, 2016, Fleshman filled out a change of address to an Oklahoma City location to live with a cousin, but actually left Oklahoma with an ex-wife to Troy, Alabama, the affidavit alleged.

On Aug. 2, 2016, Fleshman registered at another address in rural Perkins, but authorities learned that Fleshman had not lived there for several weeks and was instead with an ex-girlfriend, the affidavit alleged.

On Oct. 19, 2016, Fleshman was arrested by Tryon Police Chief Jared Prickett, who said that Fleshman had been living with a woman in Tryon without registering, the affidavit alleged.

“Due to defendant’s consistent neglect and habitual lying on his registration to the Payne County Sheriff’s Sex Offender Registration Unit, located in Stillwater,” the sheriff’s investigator wrote that he requested an arrest warrant for Fleshman, which was issued on Feb. 7.
